Concrete Spalling and Rusty Rebar in Malta: What to Do
A crack that follows a straight line, a brown stain, then a piece of concrete on the floor and a rusty bar above it. This guide explains what is happening, what to do first, who to call and who pays when you live in a block.

What spalling is, and why Malta sees so much of it
Concrete slabs, beams and balconies have steel bars inside them, called rebar. The concrete protects the steel. When water and salt get in, through a leaking roof, a bathroom above or sea air on a balcony, the steel starts to rust. Rust takes up more space than steel, so it pushes the concrete off from inside. That is spalling. Some people call it concrete cancer.
It usually shows up in the same order: hairline cracks along the line of a bar, rust stains, a bulge or hollow sound when you tap, then pieces falling and bare steel. Old roofs, ceilings under bathrooms and seafront balconies are the usual places.
| What you see | What it usually means | How soon to act |
|---|---|---|
| Thin crack along a straight line | Steel under it may have started to rust | Get it looked at in the next few months |
| Brown or orange stains | Rust is coming through the concrete | Soon, and find the water source |
| Bulging or hollow sound when tapped | Concrete has come away from the steel | Soon. It can fall without warning |
| Pieces falling and bare, rusty bars | Active spalling | Now. Keep people away from it |
| Rust on a beam, column or balcony edge | Possible loss of strength | Now. Ask a perit to inspect it |
What to do first

Photos matter. They show how fast it gets worse, and they help when you need to share the cost with a neighbour or the other owners in a block. If the damage is on a balcony or façade above a street, keep the space below clear too.
Every repair will fail again if water keeps reaching the steel. Ask whoever inspects it to name the cause: a roof membrane, a leaking pipe in the bathroom above, a blocked balcony drain or sea spray.
Who repairs it: perit, contractor or handyman?
Small, shallow patches on a ceiling are often handled by a construction or finishing team, and some handymen do them too. Anything on a beam, a column, a balcony, or a large area of exposed steel needs a professional opinion first.
"Perit" is the Maltese professional title for an architect. Under the Periti Act, references to "architect" in Maltese law mean "Perit".
SourceUnder the Construction Industry Licensing Regulations (L.N. 166 of 2023), demolition, excavation and piling, and construction may only be carried out by a person or company holding a licence for that activity, issued through the Building and Construction Authority (BCA).
Source| Job | Who to call | Why |
|---|---|---|
| Small crack or stain on a ceiling | A construction or finishing contractor | They can open it up, check the steel and patch it properly. |
| Patch of bare rusty steel on a ceiling | A concrete repair contractor, with a perit if it is large | The steel must be cleaned and treated before it is covered. |
| Beam, column or balcony damage | A perit first, then a licensed contractor | It may affect the strength of the structure. |
| Damage under a leaking roof | A waterproofing contractor as well | Fix the roof, or the repair below will fail. |
| Hairline cracks in plaster only | A finishing contractor or handyman | Often only the plaster, not the concrete. |
See local firms on Concrete Repair in Malta and Construction in Malta. For a roof, also look at waterproofing contractors before you book the ceiling repair.
What a good repair looks like
A repair that lasts follows the same order every time. Ask the contractor to walk you through it before you agree a price. If they plan to plaster over rusty steel, keep looking.
- Cut back the loose and cracked concrete until sound concrete and clean steel show.
- Clean the steel of rust. Where bars have lost too much metal, the perit may ask for extra steel.
- Protect the steel with a coating made for this job.
- Build the section back with a repair mortar, in layers if it is deep.
- Finish and seal the surface, then plaster and paint.
- Fix the cause: the roof, the pipe, the balcony drain or the seal.

Who pays in a block of flats
Spalling on a roof, a façade or a ceiling between two flats often affects more than one owner. Malta's Condominium Act sets the default rules. Your deeds or a written agreement between the owners can change them, so read those first.
Unless the deeds say otherwise, the Condominium Act counts the foundations, the external walls and the roofs of a block as common parts. The cost of their maintenance and of ordinary and extraordinary repairs is divided between the owners in proportion to the value of each unit, unless they agree otherwise.
SourceWhere a ceiling is a common part and is the ceiling of a lower flat and the floor of a higher one, the Act splits the cost of its maintenance and repairs half and half between the two owners. The owner below pays for painting and decorating the ceiling, and the owner above pays for laying the floor paving.
SourceShare your photos with the other owners, get one inspection and one quote that everyone sees, and agree the split in writing. It is much easier than arguing about a bill afterwards.
What changes the price
There is no fair price per job without seeing it. These are the things that move a quote the most:
- The size and depth of the damage, and how much steel is affected.
- Access. A ceiling inside a room is quicker than a façade that needs scaffolding.
- The structure. A beam, column or balcony may need a perit's design and more steel.
- The cause. Fixing a roof or a pipe at the same time adds cost now and saves money later.
- The finish. Plaster and paint afterwards may or may not be in the quote.
The Construction Management Site Regulations (S.L. 623.08) set permissible hours for works that can be heard outside the site: no start before 7am and stop by 8pm; hydraulic hammers and pneumatic drills only between 7.30am and 4pm; no construction works on Sundays or public holidays.
SourceIf the spalling is part of a bigger renovation, plan the whole project first. Concrete repair comes early, before new plaster, tiles or paint go on.
Questions people ask
Who can fix rusty rebar in Malta?
Concrete repair contractors and construction firms do this work. Some handymen patch small areas, but ask how they treat the steel before they cover it. For a beam, a column, a balcony or a large area of bare steel, ask a perit to inspect it and say how it must be repaired, then get quotes for that method.
How much does concrete repair cost in Malta?
It depends on the size and depth of the damage, how much steel is affected, access (inside, or a façade that needs scaffolding), whether a perit's design is needed and whether the leak that caused it is fixed too. Ask for a site visit and an itemised written quote that names the cause, the method and the guarantee.
Can I just plaster over spalling concrete?
Not if you want it to last. Plaster over rusty steel hides the problem for a while, but the rust keeps growing and pushes the new plaster off too. The loose concrete has to come off, the steel has to be cleaned and protected, and the section rebuilt with a repair mortar before any plaster goes on.
Who pays to fix a spalling ceiling between two flats?
Under the Condominium Act, where the ceiling is a common part between two flats, the repair cost is split half and half between the owner below and the owner above. The owner below pays for painting and decorating it. Your deeds or a written agreement can change this, so check them first.
