About auditors in Malta

An auditor gives an independent opinion on financial statements that someone else has prepared. That is the key difference from your accountant: the auditor checks the accounts and should not be the person who wrote them up. Maltese companies appoint an auditor at the general meeting where the annual accounts are laid, and the audit report is filed with the accounts.

Most audit work here is the annual statutory audit of a limited company. Auditors are also asked to audit grant-funded projects, report for a bank before a loan, review figures before shares are sold, and check the books of associations or foundations. Internal audit is a separate service: it tests your controls and processes for your own board, not for the Registrar.

Audit fees depend on the size and complexity of the company, how many transactions and bank accounts it has, stock, related companies and how ready the books are when fieldwork starts. Missing invoices and unreconciled accounts mean more hours. Ask for an engagement letter that sets out the scope, what you must provide and the timetable to the signed report.

Good to know in Malta

  • Under the Accountancy Profession Act (Cap. 281), an accountancy warrant holder may also hold practising certificates for specific fields, including auditing, and may not practise in those fields without the relevant certificate. Source
  • Only holders of a practising certificate in auditing may use the title certified public accountant and auditor or the abbreviation CPAA, or present themselves as entitled to act as auditor in Malta. Doing so without it is an offence. Source
  • The Accountancy Board keeps a register of warrant holders, practising certificate holders and audit firms, including suspended and withdrawn certificates, and makes it available electronically through its website. Source
  • Under the Companies Act (Cap. 386), a company appoints an auditor at each general meeting at which its annual accounts are laid, and the directors file the accounts with the auditors' report and directors' report at the Registrar. Source
  • When a company appoints its first auditor, or a new auditor after a resignation or removal, it must notify the Registrar of the auditor's name and warrant registration number. Source

Questions

How much does an audit cost in Malta?

There is no standard fee. Auditors price on the hours they expect, so company size, the number of transactions, stock counts, foreign currency, related companies and the state of your books all count. Clean, reconciled records are quicker to audit. Ask two or three firms to quote from the same trial balance and the same deadline, so the fees are comparable.

How do I check an auditor's warrant in Malta?

Ask for the auditor's full name and warrant number, then look them up on the Accountancy Board's register, which lists warrant holders, practising certificate holders and audit firms. The person signing your audit needs a practising certificate in auditing, not only an accountancy warrant. The register also records suspended and withdrawn certificates, so check it rather than relying on a letterhead.

Can my accountant also be my auditor?

Be careful here. An audit is meant to be an independent check, so the firm that keeps your books and prepares your accounts is not the natural choice to audit them. Many small companies use one firm for accounts and tax and a different one for the audit. Ask any auditor how they protect their independence if they already do other work for you.

What is the difference between an external and an internal auditor?

An external auditor gives an opinion on your annual financial statements, and that report is filed with the accounts. An internal auditor works for management or the board, testing controls, processes and risks inside the business. A small company normally only deals with the external audit. Larger or regulated businesses may use both, from separate providers.
